It's exactly what Wingspan said.  Better enforcement of an intended best practice is just like changing the rules, because people aren't playing by them anyway.

Remember when the NFL just decided to start calling OL for not being on the line, and Tra Thomas got flagged like 5 times that year for it?  The rule didn't change from previous years.

Talking about "closing loopholes" makes it sound really simple and painless, but it's all political jargon.

and it doesnt matter where you went to college it doesnt change the fact that delware is a glorified community college and the state should be claimed by new jersey

IGY/Romey, you're idiots. UD actually is in the process of becoming Ivy Leage and there's a reason why it gets tons of kids from PA, Jersey, and NY/Long Island.....actually that reason is probably the parties. But it's actually a very good school. If NJ were so much better, they wouldn't be swarming to UD in droves.

Please don't ever compare Temple to UD. The councilors at DelTech tell us that if we want to go to a university instead of a CC, Temple is one of the places we should apply because it's almost impossible we'd get rejected.

Rutgers is almost all black now.  Lots of crime and the parents I have known for the last 15 years have all pulled their kids out and paid more $ to send them somewhere else.  Two grading standards to..one for white and one for black..dunno..just what I've been told by 3 families

That's messed up. I've met a few kids in NEwark that have transferred from Rutgers...they said it was bad but I didn't think it was that bad. I have an idea for the Eagles FO...lets draft our starting TE from there! I bet he's real good.

UDel is one of the first out of state options for many kids in the (NJ/PA) area.  It's local, reasonably priced for the region, and has a decent reputation...although it still lags behind Rutgers in academics.  
BTW, where did the 'almost all black' thing come from?  RU may be ethnically diverse, but it's still predominantly white...except Camden of course.

just looked on us news, Rutgers is Ranked 46th in the nation, UD 71st.
