Appropriating billions of dollars to upgrade things like our schools, infrastructure, high speed rail, alternative energy sources, etc. was a very bad idea. So logically attempting to trim millions from the budget is even worse.

The point is that they shouldn't be two separate conversations.  Finding a way to effectively improve all of the above while saving the taxpayer money where possible is efficient.  Taking all spending as it is and then trying to save a very small part of it after the fact is just ridiculous posturing.
