They put the extra restrictions in it so teams wouldn't fall from #1 to #4 because of bad luck, or jump from #11 up to #1, like in the NBA...

Kane is only 5'9" 160 and could get killed even in the smaller faster NHL, but look at the numbers he put up in his rookie year...62 goals, 83 assts
