Yes.  It would basically be NFL Europe, but here.

The key is that the NFL would want to be careful not to step on the perverbial toes of college football, the CFL, and the Arena league.

Um, yes please. And hold open tryouts every year...I wouldn't even need to make the team. Just to try out and be in pads one more time would be enough for me.

Plus it'd be pretty sweet if they put a minor league team in Delaware. I work at the Blue Rocks stadium and they just aren't cutting it for me.

Minor League Football would be awesome.
