it should be 17 yards...10 for the end zone and 7 for the spot. sometimes i guess it can be 8 depending on the intricacies of the yard line.

I think it's literally wherever the holder sets up. Tom Dempsey's 63 yarder was off a 45 yard LOS.
7 used to be the average but it's shifted out to around 8 gradually.

Curious about the FG thing, I just did a stat search looking at FGs from only the opponent's 20 yard LOS, 1995-today. I figured that was about a mid-range FG, where you are most likely to use a "normal" hold.
In 1995, 19 of them counted as 38 yarders, 15 counted as 37 yarders, 1 counted as a 39 yarder.
In 2015, 29 of them counted as 38 yarders, 1 counted as a 37 yarder, 3 counted as a 39 yarder.
Last year there were still three 39 yarders, but no more 37 yarders.
Glancing at overall stats, it looks like the NFL counts them from the spot of the hold which varies but has progressively been moving away from the LOS for decades. You get +19 more than you get +17, but it's overwhelmingly +18.
