I'm guessing that they're trying to protect themselves if anything goes wrong. After two years, they can cut him and only pay 1.32M dead money. Only 2M of his guaranteed money is a SB. What I thought was unusual, because hardly anyone does it, is that they fully guaranteed his salary this year and 1.5M of his 2M salary in 2008.
Banner was quoted as saying they'd be middle of the road next year under the cap, but they would have a lot of money in 2009. 19M worth of contracts expire in 2009--W. Thomas (5.7M), Jon Runyan (4.2M), J. McDougle and D. Walker (1.9M each) are among the big ones.
If we are supposed to be middle of the road in cap, then where the heck did all the reports of huge cap room for next year come from?
