We moved to Northern Vermont for several reasons. The main one was to get my wife away from Mussa. One of the other minor reasons was we heard Vermont was very ethnically tolerant. I now know why they have that reputation. Its easy to be tolerant when there is only one race. White. Everything is white up here. I have not seen a black, hispanic, middle eastern, even italian people are rare. Why is this? I think it is kind of strange. Anybody got any guesses at this?

university of vermont has more hip-hop concerts than anywhere in north america not named new york city
burlington is absolutely over run with stank patchouli smelling seashell necklace wearing grizzly robinson bearded hippies...and much of the state is 50 year old versions of these kids...they would more than welcome coloreds into their state where they would be treasured and gawked at on the regular...unfortunately for them this will never happen as blacks are peoples of africa and indeed do find the cold abhorrent

Around 95% of the state is white, so go figure. I checked, and Burlington has a whopping 1.8% African American population, which works out to about 700 people. That's probably the place to be for ethnic diversity in VT.
I grew up in a little town in NJ(Less than 2,000 people) with around 2 dozen African Americans. They lived on one block of one street right down from us, and a few lived down by the railroad tracks. Not a great place to live if you were friendly with them(At the time, I don't know now), as I found out when I was a teenager.
I'm sure the area they lived in was fine. They just didn't like you because you were a cowgirl fan. :P

Attempt at a serious answer:
The real question is why
would there be any non-WASP types in Vermont? Mass migrations of ethnic groups generally happen for economic, social, or political reasons, and I don't see why any of those would drive African-Americans to Vermont.
Most African-Americans have roots in the South because that's where slavery was practiced. Other races that have immigrated to the US go where the jobs for them are (usually cheap labor, but not always -- witness the Asian influx into Silicon Valley).
The only reason there's a sizable black population in northern cities is because after a bunch of anti-immigrant legislation was passed early last century, the industrial factories of the north had a large demand for unskilled labor, and sharecropper blacks were more than happy to leave the super-racist South to find higher paying work.
What would be the draw for African-Americans up there? What jobs are available in Vermont? Tour guides, insurance claims adjustors, dairy farmers? Not exactly the kinds of jobs that would preferentially attract minorities. And it's cold and out in the middle of nowhere? And they'd be surrounded by white people, most of whom own guns? Doesn't sound like black utopia, left-wing representation in Congress or not. And even that's new; before the place became hippie-ized, it was solidly Republican for something like 150 years.
