So the wife and I leave the Eagles game last night, and end up getting on the 95 South instead of 95 North. We get off at the first exit, and attempt to make a left turn into a parking lot to be able to turn around and go back to 95 North. We get hit by a motorcycle (I'll spare you the details of the accident since its not relevent, but no one was hurt :yay )
Between myself and the motorcycle guy we call 911 5 times (initially we thought there may have been an injury) in the next 60 minutes...no response.
We start calling the local precinct for another 60 minutes....no response.
Four Philly police cars escorting the Bengals buses back to the airport drive past the scene (I am still half in the middle turn lane, half in the oncoming lane and the damaged bike is in view). They escort the buses into the charter area of the airport about 200 yards ahead, and we are all thinking, they'll come back to at least make sure no one is hurt. The do not come back, and drive away.
After two and a half hours, and at least a dozen calls to the police we are all still sitting there talking about the Eagles, with no police response. The Philly Fire Department happens to drive by while on the way to another call and says we are 64th on the list, and we MAY have an officer there in another 4-5 hours. Needless to say, we exchanged information with the bike guy ad went on our ways.
Now, I am totally understanding that in the eyes of the police, this was a minor accident since there were no injuries and being pushed down on the priority list is understandable. But to have four cops witness the scene of an accident, finish their "mission", and do nothing is negligence.
Am I wrong?
Non injury accidents where a vehicle does not need towed is basically non-reportable by police. At my department, we instruct people to exchange info and move on. Even if PD would've come out, they would've done a BS contact report and that's it. It's something that they really should educate citizens on. But yeah, they really didn't need to come out.
Just be glad they didn't catch you drinking.
I think the real problem is the fact that you called 911 several times with no response along with calling local stations and getting no help either. Like TWC said, since it was a minor accident with no injuries or significant damage to either vehicle (no tow truck needed), there's really not much that the police can do other than filing a report.
What would have been nice, or at least a little more convenient for you and the other guy would have been for someone (911 dispatcher or otherwise) to simply tell you that you can just exchange insurance info and go on your seperate ways.
At the same time, I do think it's farged up that 4 cop cars drove by and did nothing. Surely one of them could have stopped to make sure everything was ok and if need be, radio in for assistance so that he could resume his escort duties.
In reality though, you just chose a really bad night to get into an accident. Between the Eagles game and the concert going on, I'm sure the police had their hands full in addition to their typical Friday night calls they need to respond to.
Had someone been hurt or there been major damage to your or the other guy's vehicle, I'm sure you probably would have had a speedier response. But it still doesn't change the fact that it shouldn't have taken that long for you to get a hold of someone.

First, I'm awful glad to hear that no one was hurt. Second, as a motorcyclist, I'm especially interested in hearing accounts of bike vs. car accidents. I don't mean to attack you or accuse you, just curious how it went down. You said you were making a left hand turn and he hit you? How did you have the right of way? Did he run a stop sign or a stop light?

No. You aren't doctors. Someone COULD have been hurt. You called 911! A letter of complaint should go to the Police Department, with a copy to the Police Union, your local representative, the other party involved, and the local paper. No joke. I don't care if there are three games going on, the response time should never be that bad.
I'm not sure if this is a FL state law or a county thing, but any call to 911 about an accident necessitates a response from a deputy, a fire truck and an ambulance.
There's been talk about it being overkill, but there is a response to every accident.

On this particular street, there is one South bound lane, a middle turning lane, and two northbuond lanes. Me, and the bike were both travelling south, with me in front and him behind me. I turned on my turn signal and moved into the turning lane so he could continue in the southbound lane.
When I began my left turn, he must have been trying to pass me on the left (on a solid yellow line, into the oncoming Northbound lane), because half way into my turn, he hit my drivers side front quarter panel and wheel. I really thought him and the chick on his bike were seriously hurt, because he must have hit me doing 35-40 MPH. I have an Explorer, and it took some decent damage.
The license plate didn't happen to read: 'KWINS80' did it? :P
Clearly the motorcyclist was in the wrong. Were they wearing protective gear? Leathers or equivalent and helmets? Boots and gloves?
I would have wanted the cops just to document that I hadn't been the big bad car who hits the teeny helpless motorcyclist.
Once again, glad everyone is alright.
