Not excusing Palmeiro, or even really arguing the validity of the "report," but for an MLB official to anonymously leak the test that is explicitly NOT allowed according to the agreement is to me as bad as the original offense.

If this person wants to blow the lid off of Palmeiro, why doesn't he have the balls to give his name?  If the situation is so important as to disregard the agreement that MLB made with the players, to disregard Palmeiro's rights, then man it up and say so.  Don't hide under "anonymous source."

Now, unlike TO, here is a player from a team I've supported since childhood that I can honestly say should be thrown off the team. He has kicked Baltimore baseball square in the gut, and spit on the legacy of guys like Ripken, Brooks Robinson, Frank Robinson, Jim Palmer, and on and on. What a schmuck.
