Are kids wearing full face masks on the streets in Philly?

Temp drops below 50 or so and suddenly kids are walking around with their entire faces covered.  I first noticed this at most two years ago, and it appears to be a growing trend.  Just last night on our way home from school my 9 year old asked me "why are those boys wearing masks?"  I didn't know how to answer that.   It was 40 degrees outside, no where near cold enough to justify covering your face in public.  I told him it was a new fad.  The kids we noticed were walking into a lake trout joint on Bel Air, little Asian lady behind a counter.  I wonder how she feels about three masked people entering her business?  I can't imagine this trend ending well.

Is this a thing in Philly?
